The suspects listed in the complaint have not been tried by a judge or jury unless specified otherwise. All citizens are innocent until proven guilty in a court of law.•••••The state of Kansas v. Monty Banister — Case No: 20 CR 70.Date of birth: 1997. Address: Wellington.Date of the alleged crime: March 29, 2019.Charges:Count 1: Burglary of non-dwelling, level 7 felony.Count 2: Theft, Class A misdemeanor. Case description: Banister is accused of stealing copper pipe and copper wire from within the Wellington Humane Society building during the April 1 weekend. According to the complaint, a Wellington officer responded to a burglary report from the construction site at the Wellington Humane Society at 203 W. Hillside when it was erected and enclosed but still under construction. Allegedly, Banister pried off the plywood on the west entry door, and stole around $300 worth of armored Romex copper pipe and wiring from the facility. ———The state of Kansas v. Shelly Elaine Tinney — Case No: 20 CR 71.Date of birth: 1955. Address: Wichita.Date of the alleged crime: February 23, 2020.Charges:Count 1: Theft or lost or mislaid property (value greater than $1,000), level 9 felony. Case description: Tinney is accused of picking up someone else’s wallet that was lost at the Kansas Star Casino and taking $3,000 cash from it while she was leaving. She allegedly left the wallet in a mailbox in front of an Ace Hardware Store. ———The state of Kansas v. Donna Joann Miller — Case No: 20 CR 72.Date of birth: 1990. Address: Wellington.Date of the alleged crime: November 19-22, 2019.Charges:Count 1: Driving while suspended, Class B misdemeanor. Count 2: Criminal deprivation of motor vehicle, Class A misdemeanor. Case description: Miller is accused of driving a motor vehicle without a driver’s license. She also is accused of stealing a 1993 GMC Sierra 1500 pickup without the owner’s permission and then falling asleep in it on the side of the road.———The state of Kansas v. Virgil Clayton Huckabey — Case No: 20 CR 76.Date of birth: 1995. Address: Winfield.Date of the alleged crime: March 5, 2020.Charges:Count 1A: Aggravated burglary of a non-dwelling, level 5 person felony. Count 1B: Burglary of a non-dwelling, level 7 felony.Count 2: Criminal damage to property, Class B misdemeanor. Count 3: Theft, Class A misdemeanor. Count 4: Attempted theft of a motor vehicle, level 10 felony.Count 5: Theft of motor vehicle, level 9 felony. Count 6: Possession of drug paraphernalia, Class B misdemeanor. Case description: Huckabey is accused of entering a Morton style building with the intent of committing a theft. Allegedly, they damaged the steering column on a 1999 Suburban and struck a screwdriver in the ignition. He and his alleged counterpart removed five gallons of hydraulic fluid and a red colored Ward air compressor from inside the building and put them in a White stolen pickup that they had parked inside a round top barn on the property. They then allegedly hid when four individuals entered the Morton-style building until they were taken into custody. Huckabey also allegedly possessed a pipe in his pocket that smelled of marijuana with the intent fo smoke it. ———The state of Kansas v. Joshua Jay Rathburn — Case No: 20 CR 77.Date of birth: 1983. Address: Peck.Date of the alleged crime: 2017 to 2019. Charges:Count 1: Sexual exploitation of a child, level 3 felony. Count 2: Aggravated incest, level 3 felony.Count 3: Aggravated incest, level 3 felony. Count 4: Aggravated incest by sodomy, level 3 felony. Count 5: Aggravated indecent liberties with a child, level 3 felony. Count 6: Aggravated intimidation of a witness, level 6 felony.Count 7: Battery, Class B misdemeanor.Count 8: Furnishing alcoholic beverage to minor for illicit purpose, level 9 felony. Count 9: Indecent solicitation of a child, level 6 felony. Count 10: Battery, Class B misdemeanor.Case description: Rathburn is accused in either November or December 2017 by telephone unlawfully persuading a child 16 or 17 years old to engage in sexually, explicit conduct. He then allegedly engaged in sexual intercourse with two underage females on multiple occasions during a time period of late 2017 to February 2019.He then is accused of grabbing a girl under age 18 by slamming her head into the dash of a vehicle as an inducement not to tell anyone about his alleged misconduct. He also allegedly furnished alcohol to a minor, induced a minor into his vehicle for sexual misconduct. On Sept. 4, 2019, he also is accused of grabbing a 17-year-old boy around the neck after the boy heard an argument about Rathburn’s alleged misconduct from other household members. ———The state of Kansas v. Ronnie Reynolds — Case No: 20 CR 79.Date of birth: 1989. Address: Wichita.Date of the alleged crime: March 29, 2020. Charges:Count 1: Theft of a motor vehicle, level 9 felony. Count 2: Driving while habitual violator, Class A misdemeanor. Count 3: Driving while suspended, Class A misdemeanor. Case description: Reynolds is accused of stealing a 2002 Toyota Camry while not having a valid driver’s license. ———The state of Kansas v. Tyler Jimenez — Case No: 20 CR 81.Date of birth: 2000. Address: Wellington.Date of the alleged crime: March 7, 2020.Charges:Count 1: Minor in possession of alcoholic beverage, Class C misdemeanor. Count 2: Transportation of open beverage, unclassified misdemeanor. Case description: Jimenez is accused of driving and sole occupant of a vehicle parked in the ditch on 90th Ave. near Belle Plaine and there was an open can of Coors Light Beer in the cup holder and full cans still in a case on the floorboard. ———The state of Kansas v. Rickie Dean Wells — Case No: 20 CR 81.Date of birth: 1969. Address: Neodesha.Date of the alleged crime: June 1, 1998 – July 31, 1998; May 5, 2000 – May 5, 2001, September of 2002; October of 2007 and October 1-7, 2008. Charges:Count 1: Rape, off-grid person felony. Count 2: Rape, off-grid person felony. Count 3: Aggravated indecent liberties with a child, level 3 felony. Count 4: Criminal sodomy, level 3 person felony. Count 5: Aggravated Incest, level 3 felony. Case description: Wells is accused of engaging in sexual acts including intercourse and oral sex acts of underage females in the household from the ages of 5 to the age of 16 during a period of July 1998 to October 2008.
